(Economic partnership agreement between the Cameroonian products rejected in the European Union)

Since 2016, we are witnessing a tightening of European legislation in the sanitary and phytosanitary field applicable to plants and plant products that enter the European area.

This tightening has resulted in the establishment by the European Union (EU) of maximum allowable limits of certain pesticides such as chlorpyrifos, imazalil, chlorothalonil and ethephon among others. Clearly, the EU prohibits the use of these pesticides by producers wishing to export their products to the old continent. The problem? These pesticides are commonly used by Cameroonian farmers. This destroys any chance of trading in this market despite the dismantling of tariffs.

An operator who took the risk of exporting coffee in the last quarter of 2020 on the Spanish territory has seen its five batches of 88 tons of coffee held and then refouled for the presence of chlorphyriphos, "we read. Indeed, we learn that almost all cash crops such as pineapple, tomato ... have been turned back at the gates of Europe for the reasons mentioned above. "For the year 2020 this legislation has greatly reduced exports from Cameroon to the EU.

Cameroonian products are struggling to find their way onto European soil, those from the EU are on the rise in Cameroon. Since January 1, 2021, passenger vehicles, motorcycles, fuel, cement, etc... from the European Union benefit from a customs exemption of 10%. This discount will be applied each year and in a progressive manner until total exemption in 2029. Those of the 2nd group composed of generators, inputs for food industry, semi-trailers ... benefit from a dismantling of 60% while those of the 1st group enter the country completely duty free. Entered into force in August 2016, the EPAs constitute huge losses for Cameroon. The amount of tax losses is estimated at 25.1 billion CFA francs since the beginning of the dismantling is 284 million in 2016, 1.7 billion in 2017, 4.3 billion in 2018, 7.7 billion in 2019, 8.7 billion in 2020 and 2.1 billion between January and March 2021.

To reverse the trend, Cameroon is calling for EU decisions to be taken in a concerted manner, for an adaptation period to be set up and for technical assistance and funding to be provided by the European side.
